For the U9500 to work, it must have 5V on the pad below. To measure this, you will need to separate the motherboard, connect the charging port, and then connect it to a charger.
Next thing to check is if the the IF PMIC is getting the 5V if you dont have 5V on point in the image below replace the SM5461 IC
